After the Lubrizol fire, potential changes in regulatory requirements with regard to the storage of combustible and inflammable materials
1 July 2020Legislation amending ICPE (Installation Classified for the Protection of the Environment) regulations for SEVESO sites, sites subject to authorisation and the storage of inflammable and combustible materials was published in the Official Journal on Saturday 26 September 2020, one year to the day after the Lubrizol disaster.
It includes in particular the first part of the new drafts of the statutory instruments analysed by Cyrus Industrie last July:
Summary:
– An exhaustive and up-to-date inventory of the substances stored for SEVESO sites and ICPEs at a distance of less than 100m
– Internal Operations Plan (POI) for lower tier SEVESO sites
– Study of heat flows then offsetting measures (automatic extinguishing system or compartmentalization) for all ICPEs (1510) storing more than 500 tonnes of fuel.
According to France Chimie’s estimations, the various changes will cause 2,300 warehouses and 2,500 sites in France to invest 3 billion euros
