FAISA – Feasibility study

The aim of the feasibility study is to examine the various technical solutions envisaged, based on regulatory and/or contractual obligations, in order to draw up a completion schedule and budget for the works. The study will take into account the contracting owner’s site constraints (production/storage methods, health and safety, etc.).

At the end of the study, the contracting owner will have all the information needed to decide whether to continue with the project or bring it to an end.

The task includes the following elements:

  • Site visit and input data collection,
  • Regulatory analysis and documentary study of input data,
  • A brief study of the various technical solutions envisaged (fire protection, fire detection, automatic gas extinguishing system, fire hose station, extinguishers, external defence against fire, fire water retention, smoke extraction, compartmentalization, etc.),
  • Functional diagrams of the technical solutions envisaged,
  • Drawing up a budget estimate,
  • Drawing up a comparative technical and economic table, highlighting the advantages and disadvantages of each solution in relation to the objectives (regulatory compliance, contractual requirements and alignment with current “best practices”),
  • Drawing up a feasibility study report,
  • A videoconference meeting to present the study.

Preliminary design study

The purpose of the preliminary design phase is to confirm the feasibility of the solutions chosen and determine their main features. This phase includes:

  • Definition of protection in relation to risk (area involved, density, rate of application),
  • Definition of related work to be carried out (fitting out the premises, process controls),
  • Project schedule,
  • Financial evaluation by item and technical-financial breakdown of the project.

Detailed preliminary design study

CYRUS INDUSTRIE carries out detailed design studies. The level of detail of the studies should give you an overall view of the project enabling you to draw up the associated technical specifications:

  • PIDs (Process and Instrumentation Diagrams), technical specifications and equipment layout plans,
  • Detailed studies of the solution chosen (pipe routing, support log) during the preliminary design studies.
  • Technical definition of the main fire protection equipment (water tank, pump unit, valves, pipes, control stations, type of nozzle, etc.),
  • Principle sketches of loads carried to the ground on the structure,
  • System hydraulic calculations,
  • Technical definition of the main fire detection equipment (type of detector, type of fire control unit, type of wiring, etc.),
  • Sizing and civil engineering guide drawings for the layout of the substation and foam storage and dosing system (if required),
  • Principle studies and sketches (single-line diagrams) for the electrical / instrumentation / alarm transmission part.

Tender file

CYRUS INDUSTRIE draws up the specifications for the work defined in the studies for various lots (fire protection, fire detection, civil engineering/roads and other networks, etc.).

These specifications will act as a reference for the rest of the project (certification, site supervision and assistance with acceptance operations) and include all the documents essential to the understanding and costing of the project in its entirety by the fitter companies.

The tender file will enable you to seek advice from the fitter companies. It will contain:

  • Applicable legislation and rules,
  • General description of the lot,
  • System sizing,
  • All general and specific technical specifications,
  • Principle sketches of systems and equipment,
  • Definition of system operating methods,
  • Supply limits and interfaces between lots,
  • Consideration of site constraints (areas at risk of explosion, treatment of liquid waste, etc.),
  • Quality assurance requirements,
  • Origin and quality of supplies: protection, packaging, reliability, maintainability, …
  • Systems maintenance.

CYRUS INDUSTRIE is responsible for all technical aspects of the project, while the contracting owner is responsible for all administrative aspects.

Assistance with awarding the works contract

CYRUS INDUSTRIE supports the contracting owner during the tender, and assists it in the analysis and evaluation of tenders submitted by the contractors:

  • On-site company support,
  • Checking that tenders comply with specifications,
  • Technical alignment of tenders, adjustments in the event of discrepancies or omissions,
  • Checking the suitability of the prices proposed,
  • Comparative technical and economic study of tenders,
  • Participation in “purchasing committee” days to interview fitter companies,
  • Drawing up a summary report (comparative table of tenders) to guide you in your choice of contractor.

Approval of working drawings

In the field of fire safety, fitter companies have the responsibility and duty to ensure that a system functions properly in the event of an incident. Working drawings are therefore drawn up directly by the fitter companies.

The company begins its task by drafting the working drawings in accordance with the design studies carried out by CYRUS INDUSTRIE. Throughout this phase, CYRUS INDUSTRIE is in constant dialogue with the fitter. CYRUS INDUSTRIE comments on and checks the compliance of the drawings and, once completed, approves them.

Management of performance of the works contract

We offer you made-to-measure monitoring of the work (ongoing presence, regular or occasional inspections) to provide you with the best possible assistance during the works period.

  • Checking compliance of the works with the working drawings,
  • Checking the measures for assembly, stability and positioning with respect to existing systems, networks and equipment,
  • Monitoring the completion schedule,
  • Coordinating the companies present on-site in time and space.
  • Participation in site meetings and drawing up minutes.

Assistance with acceptance operations

The aim of the assistance provided to the contracting owner during acceptance operations is to organise acceptance of the works and to ensure follow-up of any reservations expressed.

CYRUS INDUSTRIE plans to assist the contracting owner at the end of the work to supervise the testing, functional trials and commissioning of the systems, namely:

  • Preparation for acceptance,
  • An inspection to check the compliance of the works with the working drawings after completion of the work,
  • Pre-acceptance of the systems will be carried out in order to check that they comply with the Specific Technical Specifications,
  • Acceptance of the systems, supervision of pipe tests (flushing, pressure tests) and performance tests carried out by the fitter, based on the performance requirements specified in the Specific Technical Specifications,
  • Checking the file of work carried out (DOE) from the documents supplied by the contractor,
  • Follow-up of any reservations expressed at the time of acceptance of the works until they have been fully lifted,
  • Works completion report.
